On the evening of April 11, 2025, at 10:36 PM ET, the U.S. Customs and Border Protection issued a notice announcing guidance on the additional tariff imposed on imported goods by the U.S. government on April 2, 2025, as well as further instructions on the tariff-related executive orders issued on April 7 and April 9. This includes tariff exemptions for products such as computers, servers, smartphones, printers, semiconductor manufacturing equipment, wireless communication devices (such as base stations, routers, etc.), memory, displays, semiconductor-related devices, integrated circuits, and other products.
A 22-page product exclusion list on the White House website shows that if the "U.S. Component" of a product, originating from any country, constitutes 20% or more of the total customs value of the imported good, no additional tariff will be imposed on the "U.S. Component," only on the "Non-U.S. Component" with an equivalent tariff.
