Prior to joining Binance, Richard served as the CEO of Abu Dhabi Global Market (ADGM) Financial Services Regulatory Authority, Chief Regulatory Officer of Singapore Exchange (SGX), and Chief Financial Officer of Enterprise Finance at the Monetary Authority of Singapore.
